California Researchers to Employ AI in Analyzing LAPD Bodycam Footage for Officer Interaction Patterns

The Los Angeles Police Department (LAPD) has unveiled a new research initiative that will utilize artificial intelligence to study bodycam footage. This project aims to assess whether officers’ language or tone contributed to the escalation of interactions with the public. This endeavor, announced during a Board of Police Commissioners meeting, seeks to enhance officer training and accountability, according to LAPD Cmdr. Marla Ciuffetelli and as reported by the Los Angeles Times.

During the meeting, Ciuffetelli emphasized that the LAPD remains committed to leadership, continuous improvement, and transparency. The project aligns with this commitment, aiming to provide insights for refining training, policies, and practices. The department also seeks to bolster its transparency and accountability efforts through this initiative.

Despite recruits learning about the importance of communication and de-escalation at the police academy, rudeness continues to be a significant complaint lodged against LAPD officers. This AI-powered analysis endeavors to shed light on interaction dynamics and contribute to more effective officer-public engagements.

Subsequently, the researchers will educate an artificial intelligence system using these defined parameters. This system will then analyze the videos with the objective of identifying instances where an officer’s interaction escalated.

“An example as basic as whether the officer introduced themselves will be considered,” noted Benjamin A.T. Graham, a USC professor and one of the study’s authors, in an interview with the Times.

The research team plans to dedicate the next half-year to amassing data for this study. Following this phase, preliminary outcomes will be generated, as conveyed by Graham in the same interview. The assessment of their discoveries will encompass factors such as the stop’s location, the driver’s ethnicity, and the officer’s rank and age.


During the commissioners meeting on Tuesday, Ciuffetelli outlined that the research is anticipated to unfold in four distinct stages before its assimilation into the department’s ‘training models.’ She did acknowledge, nonetheless, that predicting the precise outcomes of the research remains challenging until its completion.”

“Ciuffetelli emphasized that while machine learning is still in its early stages, it holds the promise of evolving into a significant component of future officer training,” Ciuffetelli stated.


According to the Times, the Inspector General’s office of the LAPD will conduct an independent examination of officer language during interactions with the public.

While the integration of AI within police departments is not a recent development, its deployment spans various applications, including facial recognition to aid in suspect identification. However, this technology has encountered legal challenges and allegations of racial profiling, resulting in lawsuits across multiple departments nationwide.

Several police departments across the United States, including Ann Arbor, Michigan, are employing AI to conduct targeted reviews of bodycam footage. Just this month, the Ann Arbor Police Department revealed its plan to leverage an AI system for identifying use-of-force incidents and monitoring officer language. This technology aims to automate supervision processes and enhance accountability measures.
